Buses and furgons to Berat leave from the southern departure area in Tirana, running frequently through the day (roughly hourly, with the most departures in the morning). The drive is a straightforward 2 hours or so on good roads. A car lets you add the Osum Canyon or the Belsh wine area, both short drives from Berat, and reach the old-town parking without hauling bags across town.
