The short answer
Butrint sits about 18 km south of Sarandë, at the very end of the coastal road past Ksamil — roughly 45 minutes from Sarandë, or about 15 minutes from Ksamil. The easiest way is the local bus that runs down the coast; a taxi or rental car also works well. It's an easy half-day from either base.
Local bus — the cheapest
A local bus runs from Sarandë down through Ksamil to Butrint, for about 150 lek (around €1.50) — pay the conductor in cash on board. In the high season it runs roughly every 30 minutes through the day; services thin out off-season, so check the current timetable locally. In Sarandë it leaves from near the port and the synagogue ruins; you can also pick it up along the bay or in Ksamil.
Taxi or rental car
A taxi or your own car covers the trip in well under an hour and gives you freedom on timing — useful because Butrint gets hot and busy late morning. A car also lets you combine Butrint with Ksamil's beaches and the Blue Eye in one loop.
Which option is right for you
For the cheapest trip, take the coastal bus — it conveniently links Ksamil and Butrint. For flexibility and an early start, drive or take a taxi. Aim to arrive when Butrint opens: the ruins are cooler, shadier and far quieter before the late-morning crowds.
