The short answer
Berat is the pretty one — white Ottoman houses with rows of windows stacked up a hillside above a river, softer and easier to reach from Tirana, in wine country. Gjirokastër is the atmospheric one — a steep 'stone city' of grey slate roofs and cobbled bazaar lanes under a huge castle, further south and more rugged. Berat for photogenic charm and accessibility; Gjirokastër for mood, the castle and pairing with the south coast.
Look and feel
In Berat, the Mangalem and Gorica quarters face each other across the Osum river, their white houses and big windows glowing at sunset — hence 'the city of a thousand windows.' Gjirokastër is built of grey stone and slate, its steep bazaar climbing to a fortress; it feels weightier and more brooding. Berat charms you; Gjirokastër impresses you.
The castles
Both are crowned by castles, and both are worth it. Berat's is a living quarter — people still reside inside the walls, alongside churches, a small museum and sweeping valley views. Gjirokastër's is larger and more dramatic: a vast fortress with a weapons museum, rows of cannons, a Cold War-era captured aircraft and long views over the valley. For sheer fortress drama, Gjirokastër edges it.
Location and pairing
Berat is about 2 hours from Tirana, which makes it an easy add to a central-Albania trip, and it's near the Osum canyon and Belsh wine area. Gjirokastër is roughly 3.5–4 hours south, right on the route to Sarandë, Ksamil, the Blue Eye and Butrint — so it pairs naturally with the Riviera and the deep south. Where you're headed often decides which fits your route.
Which suits you
Choose Berat for a shorter trip from Tirana, gentler prettiness, riverside strolls and wine. Choose Gjirokastër if you're doing the southern loop to the beaches, and you want the stronger castle and a deeper Ottoman-bazaar atmosphere. Both deserve an overnight to enjoy the old town after the day-trippers leave.
The verdict
They're only about 2.5 hours apart and make a classic UNESCO pair, usually combined with Tirana and the coast. If you must pick one: heading south to the Riviera, choose Gjirokastër; short on time from Tirana, choose Berat. Ideally, string both into one trip and you'll see two very different sides of Ottoman Albania.
